FY 2009 MILITARY LAW TRAINING SYMPOSIA
PRELIMINARY INFORMATION
The preliminary FY 2009 MLTS schedule is set forth below. There will be two officer MLTS's in FY 2009, on the East and West coasts, and one enlisted MLTS. The basic information is as follows:

Enlisted MLTS
San Antonio, TX - 16/17/18 May 2009
As was the case in FY 2008, attendance at the officer MLTS locations for 2009 will be by Navy Region Reserve Component Command. The program at each MLTS will be identical. Units and other JAs assigned to NRRCC's/NRA's/NOSC's in NRRCC's MidAtlantic and SouthEast as well as NAF Washington will attend the East Coast MLTS, and those in REDCOMs MidWest, NorthWest and SouthWest will attend the West Coast MLTS. TRIJUDACT personnel will attend the East Coast MLTS. This assignment by NRRCC includes Staff Judge Advocates, Senior Attorneys, non Program 36 units and independent duty JAs. The purpose of this assignment methodology is to insure approximately equal attendance at the East and West Coast MLTS's and is necessary due to facility limitations with regard to capacity at both locations.
Please note that the West Coast MLTS is at the Naval Base in San Diego rather than NAB Coronado as in prior years.
As was the case last year, this year the preferred method of travel funding to attend the FY 2009 MLTS's is IDTT. IDTT funds were allocated and distributed to all law units by CAPT Joe Twining pursuant to the FY09 OSPlan prior to his retirement. Local NRAs/NOSCs do not have IDTT funds to support orders to the MLTS's. You should also consider using AT days ("split" AT's are authorized). If your unit's IDTT funds are insufficient to support IDTT travel and AT days are not available, contact CAPT Twining's relief, CAPT Janet Donovan, for assistance at janet.donovan@navy.mil. There is no ADT funding currently available for these Symposiums. There will be no mandatory conference fee at either MLTS.
Attendance at the MLTS's is required for Selected Reserve and IMA officer personnel. VTU personnel are cordially invited to attend at their own expense. LN personnel will again have their own MLTS in FY 2009 with a separate agenda. This will be a joint AC/RC evolution.
You are requested to make your travel arrangements ASAP so that you will be able to stay through the entire MLTS. It is anticipated that each MLTS will conclude at 1500 on Sunday. You should not assume that early departures to accommodate travel are automatically appropriate. We anticipate programs which will make your full attendance very rewarding -- and expected.
NOTE: Requests for a waiver or change of the above attendance or NRRCC assignment policies are discouraged. Requests to attend an MLTS other than your assigned MLTS or for an early departure from your MLTS will be not be granted absent unusual circumstances, and such requests should be made well in advance. RADM Talson will adjudicate all such requests, which should be forwarded to him via CAPT Donovan. Please do not cc RADM Talson on any such requests.
Finally, please note that, as before, there are no temporary UICs for these workshops. There is no need for "temporary" UICs. In response to the question Reporting to a Navy Facility, the member/Order Specialist simply chooses "NO." The app will then allow the UIC field to be left blank. The address must then be filled in manually.
