OKINAWA, JAPAN CTF7-6 SJA OPPORTUNITY

This is an AT opportunity for up to two officers O-3 to O-6 for OCONUS AT, commencing on 15 May to 28 May 2009 for one officer, and from 29 May to 12 June 2009 for the second officer.

The first period will include an exercise, the name of which is “For Official Use Only” (FOUO).  The exercise will be a Command Post Exercise (CPX) and will involve multi-national participation.  The command may be able to obtain exercise funding to cover the first period if a single officer is interested in using additional drill time funds to cover the entire period.

Commander Task Force SEVENTY SIX (CTF-76) is under the Command of RDML Richard B. Landolt, who is dual-hatted as Commander Expeditionary Strike Group SEVEN.  CTF-76, also known as Commander Amphibious Forces SEVENTH FLEET, reports directly to Commander, U.S. SEVENTH FLEET (C7F). 

CTF-76 has responsibilities for planning, oversight, and operational control (OPCON) of all Amphibious ships and ESG assets in the C7F Area of Operations, as well as administrative control (ADCON) in charge of overseeing all administrative ISIC issues for the Forward Deployed Naval Force (FNDF) amphibious ships based in Sasebo, Japan.  

The exercise will occur between 17 May and 23 May 2009.

Clearance required:  SECRET

Operational job responsibilities (mainly during the exercise) include:

-        providing CTF-76 Commander and Battle Watch Captains with advice regarding rules of engagement,

-        assisting CTF-76 staff with legal advice to complete any short-fused tasking received from Commander U.S. Seventh Fleet or above,

-        providing real-world operational legal advice on an “as needed” basis, including advice related to foreign criminal jurisdiction, Status of Forces agreements, and the UN Convention on the Law of the Sea.

In addition, for the entire period, administrative duties shall include:

-        assisting the Chief of Staff and Commander with legal issues and advice related to NJP appeals,

-        answering Letters of Deficiency from admin separation boards,

-        processing complaints and grievances,

-        generating MILAIR requests for Flag travel when necessary,

-        processing requests under the FOIA and Privacy Act.

IMMEDIATE MOB OPPORTUNITY FOR O-5 AT TF-134 RULE OF LAW
 

The TF-134 Rule of Law position in Iraq is available for an immediate fill due to an unexpected fall-out of the officer already tagged for this assignment.  This is an O-5 position.

Officer selected will serve as TF-134's Rule of Law Coordinator and NLO to the U.S. Embassy.

Responsibilities include:  (1) coordinate TF-134 efforts to release, investigate, and prosecute security detainees; (2) represent TF-134 on rule of law, governance, and detainee issues in various Iraqi and Coalition fora; and (3) serve as TF-134's interagency liaison at the U.S. Embassy for rule of law matters.  Preference is for officers who are the rank of Commander and have experience in rule of law, detainee operations, criminal justice, and working in an interagency environment. Officers below the rank of Commander would have difficulty effectively representing TF-134's interests in the U.S. Embassy and across other Coalition commands.

This is a 210 BOG requirement.  Top secret clearance is required, but interim TS is sufficient for issuance of mob orders.  Officers must be eligible for an interim TS.

IMMEDIATE ADOS OPPORTUNITY TO SERVE AS

COMMAND SERVICES ATTORNEY FOR RLSO HAWAII


PERS has approved an ADOS assignment to support RLSO Hawaii from 01 April 2009 to 30 September 2009

START DATE:  On or about April 1, 2009.  Orders will extend through the end of September 2009.

LOCATION:  Pearl Harbor, Hawaii.

REQUIREMENTS:  O-4 TO O-5 with Command Services experience as a Staff Judge Advocate.

MOBILIZATION OPPORTUNITY TO

NAVY MOBILIZATION PROCESSING SITE IN SAN DIEGO


NMPS in San Diego requires a backfill for a deploying JAG to serve as legal advisor.  This is a mobilization opportunity for an O-3 to O-5 for up to one year, commencing in mid to late May.  This mobilization comes with full benefits of an involuntary mobilization, including PCS move and/or per diem benefits.

NMPS San Diego is a busy command dedicated to processing all IAs, GSA and mobilized reservists slated to deploy world-wide in support of GWOT and OIF.  

Job responsibilities include:
    -Conduct weekly out-bound legal briefs;
    -Provide legal assistance (wills, POAs, negotiate contract disputes, provide divorce and custody advice as well as SCRA issues);
    -Provide weekly demobilization brief on USERRA (Uniform Services
Employment and Re-employment Rights Act);
    -Negotiate re-employment rights with civilian employers;
    -Act as liaison for servicemembers with their employers, and
VETS (Department of Labor).

MOB OPPORTUNITY FOR TWO OFFICERS (O-3 TO O-5) AT LAOTF (IRAQ)
 


 The next rotation of JAG officer fills at LAOTF must be identified by NLT 11 March.  These are both O-4 billets, but fills can go up or down one grade. This is now a 270 BOG requirement at FOB Shield in Baghdad.

The mission of LAOTF is generally described as follows:

LAOTF is organized into 2 broad units:

1.) Judiciary Division

- Judicial liaison Officers for Iraqi Prosecutors, Iraqi Investigative Judges; and Iraqi Trial Judges. These officers meet with their Iraqi counterparts almost daily to provide assistance and guidance on how to improve the Iraqi judicial system. 

- Defense Bar Initiative: This is a team of officers who interview defendants looking for similar cases that can be bundled together and moved through the court quickly.  Generally, they look for situations involving gross procedural defects. They all work extensively with the local bar as mentors and are pushing for the Iraqi lawyers to actively represent their clients.  

2.)  Investigative Division

    Three Investigation Teams - These officers and enlisted work alongside US and Iraqi investigators on a variety of investigations. The investigation team is out in field frequently with both private security and on occasion regular military police units.

MOB OPPORTUNITY FOR AN O-5 OR SENIOR O-4 AT JTF-GTMO
 


 The Assistant SJA position at JTF-GTMO is available for fill in the next 2 months. 

This is a 350 day BOG requirement.  Prior SJA experience a plus, but not required.  Position description follows:

DEPUTY SJA:  This position is critical to the management of day-to-day operations of the 31 member office.  Supervises all office personnel to ensure accomplishment of the SJA's mission.  Member also serves as acting Staff Judge Advocate in incumbent's absence.  A principal point of contact for Habeas Corpus litigation, Commissions proceedings and detainee movement operations.  Advises leadership on the detention, intelligence and medical missions of the Joint Task Force. Supervises and coordinates the office's military justice and Freedom of Information Act programs.

MOBILIZATION OPPORTUNITY AT BCG AL ASAD - 210 DAYS BOG


  The O-4 SJA position with Base Command Group Al Asad, Iraq will rotate this spring.  A relief for CDR Tom Wallace must be identified soon to meet the commmand's desire to have a contact relief in early April. This is an O-4 position, but the command will accept either an O-5 or O-3 fill as well.   This is an SJA-type job with heavy emphasis on legal assistance along with some fiscal law and military justice issues. The "Boots on Ground" requirement is 210 days.

Additional information previously provided by the command follows:
Unit size is 108 Navy Individual Augmentees that make up the Base Command and Control Element.  The unit's CO is an O-6 aviator (the base population is roughly 17K and growing).  The unit is comprised of Officers and Enlisted of various ranks and rates.  The location for this assignment is Al Asad Air Base in Iraq.

OIF MOB OPPORTUNITY (O-3, O-4, O-5)

Navy Expeditionary Logistics Support Group (NAVELSG), Williamsburg, VA has a mobilization and deployment opportunity for an O-3/4/5 to serve as Staff Judge Advocate for the NAVESLG forward headquarters element in Kuwait.  Anticipate a nine month BOG following a month of training in Williamsburg.  Member will report to NOSC on or about May 8, 2009.
