PEOPLE TALK 05-76A: Information about your Record 20 Dec 05

NAVADMIN 324/05 (released 19 Dec 05) announced FY07 promotion zones. The following is provided for your information and guidance as your prepare your records for the upcoming promotion boards. We have bolded information that is either new or relevant since the last promotion boards.

The two primary sources of information that all statutory selection boards review are your Officer Military Personnel File and your Officer Summary Record/Personnel Summary Record (OSR/PSR).

1. Official Military Personnel File: This is your official "record" and is the repository for a variety of documents, the ones of most importance to officers are: fitness reports, awards, qualifications, official photograph,etc. It used to be provided on microfiche, but is now available on a CD-R. It is recommended that you request and review your record on CD-R at least four months prior to each selection board.

To request your record on CD-R, send a letter to the address below that contains: full name, rank, SSN, address to which the record is to be sent, and your signature. Fax or mail this request to:

You can also order a copy of your CD-R on BUPERS Online at www.bol.navy.mil. You will need to have a BUPERS Online account and can obtain one by entering your SSN and then your birthday. Once you have accessed BUPERS Online, click on the "Request Record on CD" link.

When reviewing your record, you should ensure that it contains all of the following:

All FITREPs you have received in your career. While your record will be reviewed prior to the convening of the Board by Board Recorders, you will be responsible to provide a copy of the missing FITREPs.

All personal awards you have received (NAMs, NCMs, etc).

All qualifications (watch station, warfare, bar membership)

d. Photos are no longer required. In accordance with NAVADMIN 224/05, service photographs are no longer required. The only way that photographs will get before a selection board is if the officer sends it directly to the board president, in which case, it will be presented to the board (since all correspondence to the board must be presented).

e. All academic transcripts (including undergraduate, law school and other post-graduate education, e.g., LL.M or other Masters)

If your record is missing anything, or you have questions about anything contained in your record, please contact your detailer.

2. Officer Summary Record/Performance Summary Record (OSR/PSR): Every member of a promotion board will review these documents while in the formal session (in the "tank") reviewing individual records.

The OSR is a single page document that provides a brief summary of your record, e.g.: your formal education, which includes any sub-specialties ("P" & "S" CODES), Personal Decorations (awards), Service schools attended (e.g. NJS) and Special Qualifications (e.g., State Bar membership).

The PSR provides a snapshot your fitness reports to include the title of your unit and billet, your performance trait average, your reporting senior's name and rank and his/her trait average for comparison against your performance trait average.

We recommend that you review your OSR/PSR to ensure no errors. You can view and print your OSR/PSR on BUPERS Online at www.bol.navy.mil.

3. Detailer Observations of problems involving OSR/PSRs:.

a. No record of TAD assignment, e.g. supporting Global War on Terrorism (GWOT). We strongly recommend that significant TAD assignments such as Individual Augments supporting the GWOT be brought to the attention of the Board. If you are currently serving in such a TAD assignment but there is nothing in your official record, it is strongly recommended you inform the Board of your assignment. This can be done in several ways: a letter by the member to the President of the Board identifying your current assignment; a letter from your Reporting Senior (with cover letter from you to the President of the Board); a fitness report for some or all of the period of assignment.

b. Incomplete Educational history on OSRs. On your OSR, you should confirm that each of the academic degrees you hold is listed in the COLLEGE block. If a degree is missing, complete the following steps to get it added:

1. Sign on to Bupers ONLINE (www.bol.navy.mil)

2. Click on "ODC, OSR, PSR, ESR"

3. Click on "Officer Data Card (ODC)"

4. Enter appropriate email and phone, then click on "build and view ODC"

5. Click on "Education Section" at the top

6. In the "Formal Education" section, click on "Click Here to Add a New Line", then follow directions for inputting specific education data.

7. Once you complete the data entry, you will get an email. Print the email, then fax it, a copy of your transcript(s), with a short cover letter to: NSIPS, fax # DSN 647-0342/(504) 697-0342. [NOTE - the email will instruct you to fax the info to PERS 312G - this is INCORRECT - fax to NSIPS at the above number].

89. You will then receive an email from NSIPS confirming receipt and an estimated time of completion. After that estimated time of completion, check your OSR again to make sure the entry was correct.

c. Failure to get credit for Subspecialties. Another category under "Education Section" that is sometimes incomplete is subspecialties (SUB-SPEC). You should confirm that any of your subspecialties are listed.

There are two ways to be awarded subspecialties: 1) by completing an LL.M or other advanced education. Your OSR would then have a Subspecialty with the area of expertise, followed by a "P" (e.g. 1201P); 2) By having significant experience in a specialized area and completing at least one tour in a billet that is in a coded as needing a subspecialty you can be awarded a Subspecialty code followed by an "S". E.g., an officer who served as a senior defense/trial counsel is likely eligible to be awarded a "1201S" subspecialty code, and officers who have served as a battle group SJA may be eligible for a "1203S" subspecialty code. If you’d like more information about being awarded an "S" code based on substantial experience, review MILPERSMAN 1214-010.

d. Missing Special Qualifications (AQDs) on your OSR: There are many types of AQDs that may be listed, but each should include at least one bar membership. If a bar membership is not included, simply fax documentation that includes your bar membership and the admittance year to your detailer.

e. Missing Personal Decorations on your OSR. If your OSR is missing any awards (Navy Achievement Medal or higher), send a copy of the award to:

f. Accurate PSRs. When reviewing your PSR (FITREP Summary), you should ensure that each of your FITREPs is accurately listed, i.e., all dates are correct, reporting senior information and grades are correct. If any of this information is missing, or incorrect, please contact your detailer for assistance.

4. Promotion Board correspondence is used only for that Board:. Information sent to a Board via correspondence does not change your permanent record. Permanent changes must still be done as discussed above.
