Admiral (lower half) (Select) Norton C. Joerg, JAGC, USNR, graduated from
Princeton University in 1975 and graduated from the New York University School
of Law in 1978. He was designated a Judge Advocate in 1979 and reported for his
first assignment on board Naval Legal Service Office (NLSO), Yokosuka, Japan.
While at Yokosuka, RDML(S) Joerg served as Defense Counsel, Senior Trial
Counsel, and Command Liaison Officer.
RDML(S) Joerg left active duty in August 1982, and affiliated with the drilling reserves. He attended Columbia University Business School, from which he received the Master of Business Administration degree in 1984. He served as Defense Counsel and Trial Counsel with NR LSO 204 Philadelphia, PA, until September 1986, and with NR VTU Law 0413 Philadelphia from October 1986 to September 1987. Both units supported NLSO, Philadelphia, PA. RDML(S) Joerg then served as Executive Officer of NR VTU Law 0413 from October 1987 to September 1990.
RDML(S) Joerg next served as Executive Officer of NR NAVJAG 106, supporting the Office of the Judge Advocate General (OJAG) Management and Plans Division. He was recalled to active duty from this billet in support of Operation Desert Storm in February 1991. During his recall, RDML(S) Joerg served as Assistant Director of OJAG’s Reserve and Retired Personnel Division. Upon release from his recall orders in September 1991, RDML(S) Joerg accepted an active duty assignment as a Department Head and Litigation Attorney within OJAG’s Civil Litigation Division until September 1993.
RDML(S) Joerg returned to the drilling reserves in October 1993 as Executive Officer of NR BUPERS 06 DET 106, supporting the Bureau of Naval Personnel, where he also served as Special Projects Officer for implementing the Reserve Officer Personnel Management Act (ROPMA). During this tour, in 1995 and 1996, he served at BUPERS in several periods of extended active duty in the ROPMA assignment.
In October 1996, RDML(S) Joerg became the first Force Judge Advocate for Naval Expeditionary Logistics Support Force in Williamsburg, Virginia. He reported in October 1999, to NR NPC 06 DET 106 as Commanding Officer, supporting the Navy Personnel Command and the Bureau of Naval Personnel. He assumed his current assignment as Staff Judge Advocate for Naval Reserve Readiness Command Mid-Atlantic in October 2001.
RDML(S) Joerg’s awards include the Meritorious Service Medal (four awards), Navy Commendation Medal, Navy Achievement Medal, Meritorious Unit Commendation (two awards), and the National Defense Service Medal.
RDML(S) Joerg is admitted to the Bars of New Jersey and Maryland, the U. S. Court of Appeals for the Armed Forces, the U. S. Court of Appeals for the Federal Circuit, and the U. S. District Courts for Maryland and New Jersey. He maintains a private general law practice in Maryland.
